Its energy is now focused on suppressing rebel activity by Liberian troops who entered the country in 1991,and Sierra Leonean rebels who have since joined them. The army chief, General Momoh, succeeded President Sialca Stevens on his retirement in 1985 and made moves to end Stevens' one-party system. However, a coup of junior army otticers led by Captain Valentine Strasser haltedt the process. Strasser promised, but has yet to deliver, an early return to civilian rule.
